His remarks, in a joint article with fellow Brussels veterans Pascal Lamy and Antonio Vitorino, are being seen as fresh evidence that Britain's ties with the EU are unravelling.
"This Union naturally needs the United Kingdom – but only as long a majority of its citizens still wish to be a part of it, because the Union is by no means a prison," the trio wrote in an article on the Euractiv website.
They also called for the EU to ignore concerns about cross-border migration that are becoming particularly acute in the UK.

"We must safeguard and promote the free movement of workers and of people, on which millions of jobs depend, in compliance with the principle of non-discrimination, and we must complete this free movement system with a common, solidarity-based immigration policy," the article said.
And the trio went on to demand even higher levels of spending of taxpayers' cash across the EU.
"We must spend and invest more together," they said.
